Following the publication of The Regulation on the Amendment of the Regulation on the Ministry of National Education Secondary Education Institutions in the Official Gazette, a circular signed by Minister Yusuf Tekin determining the procedures and principles regarding transitions to open education high schools was issued and sent to 81 provinces.
Pursuant to the circular determining the procedures and principles regarding the exceptional cases in which transfer to open high schools, the transfer and transition from formal secondary education institutions to open education high schools will not be possible except for people who have a "Disability Health Board Report" or " Special Needs Report for Children (ÇÖZGER)", which are valid together with the "Special Education Evaluation Board Report", except for people whose parents have passed away, except for people who have protection within the scope of the Social Services Law, except for those who have been given a decision or placed with a foster family, except for students who are in the one-year temporary care process before adoption according to Article 305 of the Turkish Civil Code, except for students for whom an education or care measure has been decided within the scope of the Child Protection Law.
Except for those whose residence had to be temporarily changed within the framework of the Law to Protect the Family and the Prevent the Violence Against Women, and the children of those who are war wounded or service disabled within the scope of the laws requiring to be pensioned, within the scope of the Law on Putting Individuals Awarded with Medal for Service in the Turkish War of Independence on Honorary Pension from Military Service Planning, except for those who are children of martyrs and veterans, and those who are victims of crimes within the scope of articles 102 to 105 of the Turkish Penal Code, other students will not be able to transfer from formal education institutions to open education high schools.
Except for students who are national athletes, except for those who are arrested and convicted, except for those who have a medical report in accordance with the list of "Diseases That Form the Basis for Student Transfers and Transitions", except for those who are educated at home or in hospitals, except for those whose excuses are deemed appropriate by the Ministry, except for students who have lost their right to study in formal secondary education institutions, other students will not be able to transfer from formal secondary education institutions to open education high schools.
On the other hand, within the scope of the phrase "excuse approved by the Ministry" stated in the regulation;
"Making a request among those who have to repeat a grade and who continue to have the right to receive education in accordance with the provisions of subparagraph (a) of the first paragraph of Article 59 of the relevant Regulation;
Those whose parent/guardian has changed their place of residence due to a change of job or workplace, and there is no school type in which they can continue their education in the province/district of their new residence;
Those who graduated from primary school/secondary school or imam-hatip secondary school but are not registered in any formal secondary education institution;
Those who have consumed the right to unexcused absence in the ninth grade for various reasons;
Among those who want to enroll in an open education high school's foreign program, those who meet the registration conditions for open education high school, regardless of age;
Those who have studied abroad, regardless of age, unless the education levels specified in their certificate of equivalence meet the registration requirements for open education high schools;
Those who receive memorization certificate and Arabic training supporting this field in the Quran courses opened by the Presidency of Religious Affairs and those who are registered in the memorization modules of the Directorate General of Lifelong Learning;
Athletes (apart from national athletes) who have participated in competitions with an active license for at least three years in individual or team sports and registered in Turkish Olympic preparation centers and athlete training centers;
To be valid for the 2023-2024 school year, people residing in temporary accommodation centers in the earthquake zone Adıyaman, Hatay, Kahramanmaraş, Malatya, Osmaniye and Nurdağı and İslahiye districts of Gaziantep and receiving transported education services; will be able to transfer to open education high schools if they wish and present a document showing their status.
Information and guidance for students who have lost their right to study in formal secondary education institutions regarding their transition to open education high schools will be carried out by the educational institution in which they are registered. Pre-approval procedures for transferring other students to open education high schools will be carried out by the Student Placement and Transfer Commission of the province/district to which the school they are registered, based on an official document showing their excuses.
