"Candidate Teaching and Teaching Career Steps Regulation" prepared by the Ministry of National Education based on the Teaching Profession Law was published in today's Official Gazette. The regulation stipulates placement of candidate teachers working in official education institutes and methods and procedures concerning teaching career steps.
Minister of National Education Mahmut Özer noted that teachers finally had an independent profession law in the history of education history of the country and Türkiye became one of the country's that defined career steps of teachers by law.
Candidate Teaching
Duration of candidate teaching will not be shorter than one year and longer than two years. Teacher candidates will not be assigned to other schools during this duration. Candidate teachers will attend training programs during this period and this training program will be updated from time to time in line with the needs of teachers. Attendance at these programs is compulsory. They will also attend the "Teacher Candidate Placement Program". Those who succeed in the assessment of the Candidacy Assessment Commission will be appointed as teachers.
Career Steps
The new law separates teaching professions into three career steps namely, "teacher", "expert teacher" and "head teacher".
Teachers who worked at least 10 years in the profession, completed Expert Teacher Training Program and other similar training programs and have a clear record will enter a written examination in order to become an expert teacher. Those who succeed in the exam will get expert teacher certificates.
Teachers who worked as an expert teacher at least for 10 years and successfully completed the "Head Teacher Training Program" and other programs required to become head teacher will enter a written examination. Those who get 70 or higher grades will receive the Head Teacher Certificate.
Exemption from written exams
Teachers who completed post graduate programs will be exempted from the expert teacher exam and those who completed doctorate programs will be exempted from the head teacher exam.
Private school teachers and those who work in public institutions can apply to written exams
Teachers working in private education and other public education institutions can apply to training programs and written exams organized for expert or head teacher candidates.
Announcements concerning written exams will be made on the official website of the Ministry at least 6 months prior to the exam. The announcement will also include the number of questions, grade calculation and other issues concerning the exams.
Written exams will be organized once a year by the Directorate General for Measurement, Assessment and Examination Services.
Results of the exams will be announced in the official website within 30 days.
The Ministry will define the context, concept and other issues concerning training programs.
